What does this continuous loud beep after installing my new video card mean?

After installing my ATI Radeon HD 6970 and a new 700 watt PSU, I get a high pitched continuous beep that doesn't end with no display on my monitor, which I earlier thought meant it wasn't getting enough power with the weaker PSU I had. Replacing the 6970 with the 5770 causes no problems and I'm able to boot fine so I think it's something to do with the 6970, so I have a few questions regarding this. 1: Is it not getting enough power? 2: If it isn't getting enough power, is there a way to remedy this without buying yet another PSU? And 3: If it is getting enough power, what could be the problem?|||If you have properly seated the card, it is snapped into place with the PCIe holder and you are supplying the proper voltage and connectors, then you probably have a defective video card. The motherboard is telling you you have a short in the video card. Return it for a replacement card.|||following what carlover said, after you inserted the card, did you make sure you plugged a power cable into the card as well?|||the ati radeon HD is about crash it Cant take more load. delete some stuff or use a condom.|||Lookup BIOS beep codes|||I once had an old FX 5200. My first ever video card, and rock solid reliability. But one day I heard beeping from my pc, and no picture on screen. Luckily the FX 5200 had LED indicators, and the red indicator told me it had finally reached the end of it's lifespan.

What I am trying to say is that if you get what you are telling me then I can almost certainly guarantee you have a faulty card. 700 Watts is more than sufficient to handle it, and should work. I suggest you RMA it, and get another one.

Wait, you did connect the power cable(s) to the card, didn't you?
